Where my reticle is is a cement pipe entrance to a sewer. Upon entering go about halfway through and look right, make sure you don't go all the way through because if you do it puts you about 350 meters away in the Yakedo Hot Springs. In looking right you will see this games version of Pennywise the clown. Just approach them and the achievement will pop.
